[FIXED] [PvE] Critical problem @raid damage (and HP) scaling

Bug description: It seems our current Flex system was incorrectly implemented: instead of increasing damage based on number of players, the current system was DECREASING damage if raid wasn't full (30 players).

Also HP was downscaled a bit too much

Fixed. Due to the new way of how Flex system will work, you will see MUCH HIGHER damages in raids from npcs (Emerald Nightmare for now), for 10-man raids you will see ~double damages and for full raids (30 players) you will probably see just a small increase, ~10%
