Bug description: doesn't proc with hots.

At the moment it does not work with healing over time received.
I know for a fact that It should work for Frenzied Regeneration, so I asume should proc with any HoT received as well.
The only ones that are not supposed to benefit from Mastery are the % base healings like Ysera's Gift etc.
