Bug description: doesn't work at all(it gives 0%)with or without the talent fingers of frost has 12% to be generated, important for single target TW dps

You are actually right, although I have to say, that the 40% is not additive, but multiplicative. Meaning you won't have 12% + 40% = 52% proc chance, but rather 12% * 1.4 = 16.8% proc chance on hit.
