[FIXED] [Hunter][SV artifact] Talon strike proc chance

Bug description: Proc chance is too high right now.

I looked for how often it should proc and I found various things.
On forums they say the proc chance is 10%

And If I compare it to the 2 procs per minute from Ask mr robot..
I did a test and in 1 minute I got 9 procs.

100 attacks might be too low, I'll go on retail, let my hunter hit a dummy for 10 minutes straight, we'll see

Also, may I ask why do you always use 7.0.3 data from askmrrobot? there's 7.1.5 as well.

Okay, so I had 17 minutes, 152 hits, meaning 76 procs.

Using 12.66% haste, my RPPM should be 3.5 * 1.1266 = 3.9431.
This multiplied by 17 is 67. Kinda close.

I added the same RPPM on my local server, will do the same test, let's see

This should conclude it, I added 3.5 + Haste RPPM to talon strike
