Bug description:

Tactician proc does not seems to scale with Execute rage cost.

if (HasBuff(BattleCry) and HasTalent(DeadlyCalm)) or HasBuff(StoneHeart)
= 40

Quicksand please check if this part is implemented. Tactician should use the scaling rage used for an Execute, at the moment it does not seems to happen.

A 40 rage Execute should have 40 x 0.75 * 1.12 with 3/3 trait = 33.6% chance to proc.

Update: 3 procs in 41 executes ( check activation bar around colossus smash for procs)
