WoW Freakz item link: Hunter T19 Marksmanship 2P Bonus
Bug description: It should reduce the cooldown of Trueshot by 1 sec for every 35 focus you spend, right now it reduces for every 20 focus.

On wowhead it says that was changed on 7.2 not in 7.1.5 .
