Im not sure if the whole patch is implemented but indeed i aprove that sheilun's should start soothing mist since the new patch is on. Proof : https://youtube.com/watch?v=kgX2KcugcM0:

Yes , it's very useful to save some extra mana and keep on going with healing. I guess I will confirm it and if @Quicksand would like to say something , let us know.
