[REJECTED] [mage][frost] Frozen touch

Bug description: the Frozen Touch talent is not generating 40 %. although the fingers of frost passive spell works but the combination with the frozen touch talent is not working as it should be. ( the fingers of frost passive spell gives 12% chance which works fine)
Proof: testing results for 200 frost bolt cast.(without flurry instant casts although without instant ice lance after the flurry to crit )all the ice lances are from the finger of frost effect.i have changed some talents ( to check 5% damage buff from splitting ice which works) although I didn`t use frozen orb due to RNG effect of it.

Splitting ice: ratio=16%

on 7.1.5 there is no 30 cd it's on other patches the Wowhead link is for 7.3.5 which down below u can see 7.1.5 I although logged in the game to recheck and there is no 30s cd as well.So your wrong about that owerpowerz.if spell section was working it would be easier for me aswell

your right. so basically frozen touch talent is useless comparing to splitting ice on recount even on single target.

It doesn't give +40% chance, it gives 40% more, compared to 12%. So as Daggerinhead said, it's 12*1.4 = 16.8% chance. It works perfectly.
