Okay, so the rod does not proc from CL itself, but form its overload.

Referring to the rejected post about this: the tooltip literally says what the spell does, so rejecting without a proper explanation is questionable, when the bug is obvious. [click]

Skorpyron takes additional damage when his exoskeleton phase starts, the fights in which the bosses have % Damage Taken modifiers are not reliable.

Well, I forgot about increase so I bring a log from Spellblade Aluriel(There is not even a 1% dmg increase or something like that)

This is completely unrelated to this topic. You are free to open up a new one for the Lightning Rod's damage, but you're gonna have to bring solid proof. Just linking some logs from retail ain't gonna do it unfortunately.
From my tests the damage seems fine. Check this: https://i.imgur.com/EgV9Xtz.jpg
64801 bolt => 64801 * 0.4 = 25920.4 rod
54432 bolt overload => 54432 * 0.4 = 21772.8 rod

So it deals exactly 40% of the trigger damage.
