[PVE] Bolstering affix is bugged, renders NPCS immune to slow and the range is way too big

Bug description: Bolstering shouldn't render the NPCs immune to slow and some interrupts. Right now, every NPC gets immune once they attain the Bolstering buff. Furthermore, the Bolstering range should be 30 yards and not 45 yards (this was reverted back in 7.2)
