Bug description: Seraphim can be used without stacks of SoR or can recive almost full duration (16sec ) if we use 1 stack and the second charge of SoR is charging and it is almost full charged (like in my video ). You get free 5.5k all stats for 7 sec or 15 sec or less if we use 1 stack and the second stack of SoR is charging .

I've found the same to be true, you can cast Seraphim while you have 0 stacks of SotR, and it seems to be linear with the recharge time on SotR

You ARE supposed to be able to use Seraphim with ANY amount of charges ( including 0 ) and the timer will scale dynamically depending on the amount of charges / regenerating charges you have . It's even possible to gain 1 second of duration out of it , so that works just fine . Now , the problem lies in the fact that when you use , say , 1 and a half charges for Seraphim , it won't fully reset the charges , and instead take just 1 charge and leaving the SotR new charge at 0.5 recharge duration . It's supposed to fully reset it .

You can see in this video ( 4.47) . how it work seraphim, he has 1 charge of SoR and 1/2 second charged from the second stack and the seraphim and get only 8 sec not 9 /10 sec : https://youtube.com/watch?v=GbAa8n2j2hs:

It's not my business testing this stuff but i was curios if i had made a mistake , so i tested out seraphim in the exact same scenario as the guy on retail , and i got the exact same result , 1.2 stacks of SotR ( 1 and a quarter ) resulted in 8 seconds of Seraphim , so i'm not even sure at this point what you're trying to prove .

Seraphim can use partial charges of SotR, this is not a bug and was fixed correctly by Quicksand long time ago.
However, the cooldown reduction of SotR after using Seraphim is indeed bugged.
I watched some videos and it should reset the cooldown back to 0 even when using partial charges.

To have a clue about how seraphim works here is some code snipped of it's functionality:

Commented everything so you can understand it.
Notice the cooldown example is proof for the current bug of not resetting it the way it should.

Proof of cooldown not resetting properly on freakz:
I have 1 charge and 2s remain to 2nd = 15s seraphim when I use it now


I use seraphim and get my 15s as expected, but cd only reduced by 1 charge duration, so i got already 1 back.


Proof retail of reseting it to 0 charge full cd can be found in this video at 3:45:


And of course the simcraft screen proofs it perfectly too.
