Bug description: There's times when Judgement reduces the cooldown of SotR by too much ( while testing to see if the bug is still present i got 8 seconds reduction ) , this bug was posted back in 7.1.5 but it got deleted with the new patch , so here it is again .
Proof: I didn't record the occurrence since it's already a known bug but i guess i can do one if it's really needed .

I remember the old bug report but couldn't reproduce it again now.
Maybe you can tell me some details that could lead to this cd reducing bug, something like judgment double dipping under certain conditions.
As my time is limited now I won't be able to test this in more detail until weekend, just sounds like something causes judgment to trigger twice.

It looks like an illusion created by seraphim.
For example:
You have 0% haste = 16 sec recharge
Seraphim buffs your haste to 13 sec recharge for small time window.
You use judgment in that 2-3 sec seraphim window and it crit-reduces cd so the 4 sec are enough to get 1 full stack.
At the same time seraphim fades so you are now 1/3 stacks and 13/16 sec cd which are in total 7 sec reduced cd due to seraphim haste/recharge modfier.

Anyway will look more into this seraphim interaction this evening.

Update: Thinkin more about it the bug could be related to this topic (probably nobody understands my proof xD)

I think seraphim internally does something completely wrong with partial stacks.
With that fixed it should also solve this bug.
What I believe is, that seraphim reduces sotr cd by the haste-recharge margin it gives. So your sotr shows 7sec but actually is internally at 4sec, means a crit jdg is enough for next full charge. Then you end up with another 3 extra seconds from seraphim fade.
You get 4sec + 3 sec (pre) + 3 sec (post) = 10 sec...

I’ll test it later to see if this happens without Seraphim . If not , then you may be right , if it does happen then you wasted 30 minutes typing that for nothing.

After further testing i concluded that indeed your Seraphim hypothesis is correct . However this is ONLY true for Judgement CRITS during Seraphim , this doesn't ( or at least i didn't experience it ) happen with normal hits with the buff up .

Ok thanks for testing this.
I recorded a few casts of this Seraphim interaction and indeed the cooldown of sotr gets reduced by too much.

For me seraphim increases my sotr recharge time by around 2.5 sec.
When i use seraphim the sotr recharge timer visually remains the same but how it looks the spell reduces it with the next judgment cast by rounded up 3 sec.
(as if seraphim changes some internal sotr cd variable, that gets updated into the spell tooltip later)
Non crit judgment does rounded 5 sec cd reduce (2+ 2.5 sec) and crit jdg does rounded 7sec cd reduce (4 + 2.5 sec).

I can confirm this as SotR vs jdg CD reduction vs Seraphim bug.
