Bug description: Not giving quest once chain completed

The NPC i(located in shrine of the seven stairs0 pictured is supposed to give the Grand Master Aki Quest, which opens up the Pandaren Spirit Tamer quest. Spent 9 hours on this and can't get beyond this. Have completed all prerequisite quests. Please fix. Tanks
