Bug description: it is not 100% on Heroic difficulty from Helya when it should be on retail (proof given.)

This is my Heroic Helya kill on retail, notice it drops for EVERYONE in the raid including myself even though i already have it (already known.)

I don't sleep because Arms is bork.

on the official server, these items fell very often. As extra loot. I 10ppl raid (2-3 item + 3-4 tmog item).
On video 21ppl droped 6 tmog set.

i scrolled chat up so its hard to really tell, people were still looting, but im sure its 100% for both heroic and mythic transmog sets for helya kills.

True, mythic is for achievement but I'm reporting heroic.

Its probably worth noting none of the ensembles are in the boss loot tables on freakz.

After some research they are separate to regular loot tables and drop alongside loot.
