Attack with wand not working.

Bug description: Goblin Priest cannot attack with wand

I submitted a GM ticket for this problem first and was told to submit a bug report

Shoot is placed on action bar. Wand is equiped. Wand icon appears on action bar. Target is selected, attack with wand is initiated, spell animation starts and nothing happens , then after about 1o seconds, animation stops. Target goes on about their business as if they were not attacked

It seems like the wand attack is not working for any class.
