Bug description: The boss didn't drop the recipe nor there were any npcs or whatsoever that gave me the recipe. The boss should drop it 100% of the times
Proof: https://imgur.com/a/8BQjN9L and I obviously have the rank 2 of the recipe

Uhhh, yeah that thing with the npc was a custom fix in 7.1.5 where you could just click that npc after killing the boss and u would get the recipe if u had alchemy and rank 2.

But now we moved to 7.2.5 and i think that custom fix is gone.

It was fixed long time ago and now the boss drops it.

Probably you killed the boss (got cd on personal loot) => learned the rank2 => killed the boss again. Try next time when the world quest appears.
