Bug description: When you approach the area on max lvl 110, there is an automatic cutscene with some random Legion content. Following that, the High Elder isn't where he's supposed to be. I don't know if he is there when you are NOT max level and not getting the Legion cutscene, I can't test that since I don't have a char of appropriate level. In the video down below, you see where the NPC is supposed to be. In my case, the balcony is just empty, even though a question mark is displayed on the map. Seems to be a phasing issue.
Unfortunately, this quest blocks the progress of the "Upjade Complete" quest achievement of Jade Forest.

I also got this problem .. but the npc appeared after 1 day or 2 cant remember exactly. Seems to be a phasing issue.
Anyway...after that i discovered that another quest on this chain is bugged :https://forum.wow-freakz.com/Pandaria-The-Jade-Forest-The-Great-Banquet-t557010.html.
Devs said Legion content is priority so i think there will be some wait before they are fixed.

I tested it, quest itself is doable. However, there is a phasing isssue.
