Priest artifect quest

I was busy doing the Priest Artifact Quest. Something happened and I had to go out of the game. Now I can't find the quest again to complete.

I searched the internet but none of the portals specified is working. Also the NPC is not in the location where they specify.

So i now hope someone has the magical answer so i can level and adventure in legion as a priest.
Priest is called Stoutgat and is now on level 101

You can get there by Levitating down there from Dalaran.
