Bug description: After completing the Celestial Tournament for the first time (and turning in the quest The Celestial Tournament,) I couldn't obtain the quest The Rainy Day is Here - which should be available right after you turned in the first quest (for the first time on that account.)
Proof: https://imgur.com/a/J9UAAOQ (You can see in chat that I just completed the first quest. The NPC in front of me does not have a new quest. It also shows I got the achievement for winning the Tournament, meaning this was the first time I beat it on this account.)
