[Draenor][Tanaan Jungle] Vol'mar Flight Point always disappears after logging out

Bug description: The flight path to Vol'mar in Draenor is removed every time I log out. Apparently, other players are also affected, like https://forum.wow-freakz.com/Draenor-Tanaan-Jungle-Vol-mar-Flight-Point-t540715.html which was rejected without comment. If you close this again, please just tell me what I'm doing wrong.
Proof: https://imgur.com/a/z8uTj2c Screen 1: Vol'mar available, screen 2: Vol'mar flying master must be activated again. Portal from Ashran to Vol'mar doesn't work either since you get ported to an "empty", phased version of Vol'mar without NPCs.
