Artifact quest bugged?

So my friend is a rogue he was doing the quest for weapon artifact and he needed to relog. When he entered back there was no quest and he was back at the goblin starting area maybe because he is a goblin but when he did go back to dalaran the quest wasnt there.Then he followed this https://forum.wow-freakz.com/ALL-CLASSES-Artifact-Weapons-Questline-Guide-t474557.html#fix with the 2nd case and still he did not have any quest to get in dalaran.So someone can help him? He was on the part where he had to go to stormwind? if yes ,then he has to go back in duskwood to restart the quest.

It depends on what part exactly he was on when relogging.

Assuming you mean the actual artifact acquisition scenario, then the NPC he has to talk to is Garona Halforcen in Elwynn Forest: https://www.wow-freakz.com/npc_finder.php?npc=107979&&name=garona-halforcen

Note that it's not a quest, it's a scenario started via a dialogue option.
