Missing Quest NPC - Muninn

Bug description: The Quest Giving NPC is missing
Proof:

Hi GM. The Quest : A Call to Action (#44720) is missing. As per your Quest Tracker This NPC gives a Quest "A Call To Action" to start a chain. This NPC is nowhere to be found in New Dalaran. As per Tracker this quest is completed by 0 Players.

Also I see the Quest : Trial of Valor: Odyn's Favor (#44729) is completed by almost 10K players. This quest is a part of above mentioned chain. How is this possible that 10K players have completed this quest yet the first 3 quests of this chain has 0 players complete them.

If you have configured it in in such a way that you can directly start from Step 4 of the quest chain (https://www.wow-freakz.com/quest_helper.php?quest=44729&&name=trial-of-valor-odyn-s-favor) Then why am i unable to get this quest from Havi in Stormheim.

Could you please help me acquiring this quest.

You will get the 4th quest by defeating odyn in the trial of valor, for the others, those are bugged indeed.
