Bug description: Tooltip says it works for the first 2 chaos bolts or incinerates but it does not.

For Chaos Bolt, it only reduces the cast time of the first chaos bolt, not the second, as you can see from the video the second cast of chaos bolt is only hastened by a small margin not the 15% mark. Also, chaos bolt cast time should be reduced to 2 seconds flat like it was on retail.

For Incinerate, it reduces the first 2 casts but it does not work as it should. As you can also see from the video again, the first cast is reduced as it should but the second is only reduced by a certain margin, not the whole 15%.

Confirmed, the cast time reduction is not working properly for either spell.
