[Cataclysm][Vashj'ir] Massive fatigue bugs

Bug description: In the underwater zone of Vashj'ir, especially in the "Shimmering Expanse" subzone, there are several zones where you trigger the fatigue debuff, sometimes even close to questhubs (https://i.imgur.com/LY0DBd3.jpg, near Legion's rest). This is not supposed to happen and makes questing in this zone incredibly difficult. Sometimes, the debuff counter gets triggered, but nothing happens and it keeps on counting forever.
