Bug description: hi Hallow's end shop is not updated to 7.2 and Xavius custome set is missing (added in 7.2)

Xavius costume and Horse costumes got added in 7.3.0, from what I see vendor sells all things he should sell.

i can't see any vendors at all here at razor hill and im a hunter no vendor is spwaned of this event

The vendors are the 3 children a few steps south of Baine Bloodhoof in Razor Hill. It's easy to look over them.
