[item] Shifting Cosmic Sliver procs on any spell

Bug description: the trinket should only proc when taking damage, however seemingly any spell I use procs it.
Proof: (proof only shows thunder clap causing the bug, but I have tried other spells off camera as well, it happens with others spells too)

Confirmed, everything causes this trinket to proc, from healing to normal abilities
