[Priest] Mind Control can't be used in dungeon

Bug description:
Mind Control can't be used in dungeon or key.
Minor bug, is used only for some mob with talent Dominant Mind

Confirmed,
Even when taking the dominant mind talent you often get the message: can't use that here.
this spell is quite useful when youre doing high m+ keys etc.

Unfortunately this is intended, we disabled mind control in Legion dungeons due to far too many exploits, this will not change anytime soon
