Bug description: Never procs
Proof: idk how to prove it never procs, ive played disc for like 3 days and it doesnt proc in pvp or pve. really sad because this is how you hit people for 2M Damage in world pvp as a disc priest. also op in pve.

people have managed to get this spell to hit for 7M on retail in 7.1.5.

Hidden artifact effects should not work in, m+ and raids

The charging effect doesn't according to wowhead comments but the buff should still be able to be used inside a raid if brought in. / regular mythics / regular dungeons

edit:~ should also proc in BGS.

Confirmed, the proc chance is currently set to 0 procs per minute.
