[General] Parry/Dodge scaling on tank specs

Bug description: Values of parry and dodge are too low on all tank specs. I compared stats i have with simcraft 725-01 and they are all wrong. I didnt check it on Protection Warrior but it will be probably the same as other specs.

The 725-01 version of simc basically doesn't include any hotfixes or changes, it's not accurate, but sadly neither is 725_02, because that has 7.3 values. Freakz uses their custom simc, which I do not have access to.
Anyways I tried with 725-01 for prot warr too, and the scaling doesn't match there either, BUT I took a look at this video and replicated the stats shown there, and the parry rating does match with retail 7.2.5.
So I think it's just simc being wrong here.
