Bug description: seems like the mastery for resto druids either doesnt work at all or gets its full potencial from the start. how mastery should work is when i put rejuvenation on some1 it should tick for lets say 10k per tick and if i reapply it the mastery should increase that tick lets say i have 20% mastery which means if i reapply rejuvenation on that same target that still has rejuvenation the HoT should heal not for 10k but for 12k. my resto druid has 50k int 27% mastery and my 1st placed rejuv on myself heals for 43k but when i reapply it it still heals for 43k even if i pull all possible HoTs on myself(5 total) the healing of rejuv should be 5x27% mastery should be 137% more healing which is more than 43k
Proof: here is a video from freakz with my resto druid hotting him self with no increase in the hot healing with 27& mastery 50k int

and here is a blizzard current content video from a resto druid (the changes on the mastery are in from 5% base increase to 4% so nothing much) my stats there are 12 vers and 14 mastery

Mastery itself works, however tooltip doesn't change dynamicaly.

Daggerinhead is right.
Quick test:
Rejuv healing ~38k no mastery, ~42k single, 2x rejuv ~47k (about 12% mastery)

Your healing is increased by 0% for each of your Restoration heal over time effects on the target.

The thing you are referring to is known as Snapshotting...and is removed for most classes in legion. (i believe feral druids still have it for bleeds with TF/incarn)

Tested this and works as intended,don't always trust the tooltip and pay attention to what happens in game instead,and don't post videos from a different expansion as proof.Rejected.
