[DUPLICATE] [Priest][Discipline] Castigation Talent

Bug description: Even with the talent, penance doesn't always fire 4 bolts, as its supposed to, it randomly fires 4 bolts, but most of the time, just 3, even with the talent allocated.
Proof:
On first login, Penance works as intended, launching 4 bolts on the target dummy.

After the first one, the next cast is firing only 3 Penance bolts, even with the talent allocated.

The 4 bolts on cast happens randomly instead of constantly as its supposed to be, it looks like it has an internal CD or something like that[/url]

penance miss a tick with and without the talent castigation (with the talent the skip happens more frequently)
the real problem is to find why this bug happens
