Bug description: False bug report, the trait works just fine. Why shouldn't it proc from critical blocks? They're the same as regular blocks but better, why would an empowered ability not proc the thing that the base spell does.
Proof: at 10:15 he uses the artifact ability, which means 100% critical block chance, and the trait still procs. https://youtube.com/watch?v=e7qj6qbdpwA&t=613:
