Bug description: NPC and the entire area around him is laging BADLY. As i walk close to the NPC and the items around him everything disappear and when i move away they appear again!! Never seen anything like this bug. The bug makes [Ship's Salvage] quest impossible to complete as well.

Also discovered that the garrison hearthstone doesn't work in the area. Its loading properly but when the loading ends it doesn't teleport you.

Quest works correctly, I saw no lagging problems or phasing problem.
