Yes this doesn't look like a bug to me either as block chance from mastery has dimishing return, making it give you less block % the more mastery you stack.
Notice that ONLY mastery is affected by dr not other block chances like tier 21 or holy shield.

Here is screenshot how simcraft calculates the block chance

I could lookup all the variables and calculate it but in the end the result is the same that your block is lower due to the dr thing.

Basically it is base block chance + mastery block calculated with dr + other block passives

Did SIMC Comparisons and everything matched,there were no issues.Rejected.
