Profession World Quests do no reward Recipe Ranks

WoW Freakz link: All world quests for Enchant and Alchemy, maybe more but I could not test other professions
Bug description: Currently all profession world quests which should reward rank 2/rank 3 recipes are not rewarding any recipe. I thought it might be a visual bug and completed the quests earlier, only to confirm that they only reward equipment, Order Resources, gold or AP.

I can confirm it for this example , I made silkwave gloves and turned it in Valsharah , it didn't give me r3 , it's currently active on live https://imgur.com/a/E2mhxI5 .

Also this is only speculation and can not confirm it since it is RNG, I have not gained a single rank 3 recipe/quest trigger on neither alchemy or herbalism via crafting/gathering(For example flask crafting). Like I said this can just be my bad luck, but could also point out a bigger picture.
