Bug description: The NPC is not spawned. He only spawn during the previous quest and he dissapears after you complete the quest and you cannot take the quest further.

I just did this quest and it worked fine for me. You can try relogging after you've turned in the previous quest.

Same thing happened to me, i tried relogging where i took the previous quest and above the tower and even on the mountain after grapple, nothing the npc just disappeared and didnt even give me the "Above the Winter Moonlight" quest I find her no where, i even have the quest "Built to Scale" to deliver it to her but still she isnt found anywhere so relogging doesn't work nor reloading even, can u advise something else please ?

I deleted the cache and used unstuck from the site for my character and flew back to stormheim, but still cant find the NPC in any of the locations (camp, hill before first grapple over wall, in middle of the hrydshal, at the side before climbing the tower, or above the tower) I checked everywhere and i even used the macro to check if i did the previous quest (which im certain i did) it says the quest "Another Way" (questID: 38342) is completed but the quest "Above the Winter Moonlight" (questID: 38412) not completed and thats because i cant find the NPC to take that quest.
