Bug description: Greater Blessing of Wisdom shouldn't proc Concordance of the Legionfall if you or the target who have it are full HP or if you are not in combat.
This wasn't happen on PTR, here is the post from 7.2.5 for more proofs.

This is not related to paladin,it is a general issue with proc system being broken,even food is triggering concordance,we are already aware of it and have a topic on our private trello.Rejected.
