Probably it's the same for balance and feral druids.

Edit .. I should have checked the buff and not the tooltip in replay mode.
The armor is fine but health increase is 55% which is not good.

Please, make sure to check again this issue with detail.

Currently this effect is working correctly (atleast for me);

With a base of 86643 Stamina (in pvp),
Bear form will grant 34658 extra Stamina points, increasing the effective health by 40% (as it should).

Rejected.
