Again this ! PLEASE DO NOT BE FOOLED BY THE TOOLTIP !!!! If you find out something is bugged , do the math , show me the numbers that are incorrect after you cast the spell on an enemy player , not what the tooltip says .
I can't consider this as solid proof .

So i need to find the bug behind the bug?

To be honest i don't know how to calculate because i don't know the formula and it's not really my job to do this.

I just showed you what the games tells me. So for me it is a bug.
