[Demon Hunter] Fel Rush and Infernal Strike charge consumption

Bug description: When using Fel Rush, if you tap twice or just really fast (like most do), you will consume 2 charges of Fel Rush, instead of just 1 and it going on gcd, not allowing you to double cast while consuming a 2nd charge. Same thing with Infernal Strike, if you tap twice quick, it consumes the 2 charges but you only leap once.

The issue with Fel Rush has already been reported and confirmed here.
Now confirming and adding Infernal Strike to the list as well.
