Bareback Brawl- Adds don't spwan

Bug description: so this quest has several times randomly glitched out ( not working) and then other times it does work , as i have no clue what the reasons is for this but there is no npc spawning at this area, its strange as ive done the but it's random sometimes this quest work sometimes it doesn't but most cases sadly it doesn't work no adds to kill...
