Bug description:

torment the weak, the best in slot tier 2 trait for a majority of dps specs in 7.3, does not work properly.
It procs consistently more often than the approx. 4 times per minute (in testing i got 50+ procs in 10 minutes consistently on the dummy by just casting corruption with the absolute corruption talent - 25-30% more procs than intended)
and it does 16000 dmg per stack instead of 80000 per stack

Can't see a bug there.

50 procs in 10 minutes means 5 proc every minute. This doesn't look like too high proc chance if the base proc chance is 4 rppm.
You basically have some haste to increase rppm and maybe a bit of luck too.
Notice that stuff like crit chance or proc chance is hard to test as you need like 1 hour of dummy dmg to get a very accurate result.

Real PPM scales with haste, this means you have more procs with more haste and with 0% haste u have 4 procs.
That's how i understand the rppm system of wow.
