Bug description: This item works as intended in legion zones. However, killing mobs in low level zones or inside old dungeons does not work properly. You won't gain the speed stacks after killing mobs. Sometimes you will, mostly you don't. Also, if you manage to get 5 stacks, you won't turn into a wisp.
Proof: Can be easily tested, but I'll post proof, if needed.
