[Shaman][Restoration]Missing Armor template in PvP

Bug description: I only have 4293 Armor with 893 ilvl https://imgur.com/a/TZ2W4OZ
As you can see in 7.2.5 Resto had 6800 with 823 ilvl https://forum.wow-freakz.com/FIXED-Shaman-Restoration-PvP-Restoration-Missing-PvP-templates-hotfixes-t548500.html (I think that the fix for armor was not implemented in 7.2.5)

Imo this is a priority fix regarding pvp cause Shamans are in a very bad shape right now.

Alright so, try to look up a video of a resto shaman pvp and see if their armor is substantionally higher than yours on that ilvl, you cant just say I think this is bugged and I think this wasnt implemented. Provide some actual proof of armor being too low and then we can solve the issue. I'll leave this topic up so that you can post the proof when you're able to find it.

I could only find a video from 7.3 but nothing changed in terms of armor for resto shamy between 7.3 and 7.3.5. (As you can see the rest of the stats are very similar to the ones from my char sheet photo. The only one that's off is armor)

The shamy with 902 ilvl has 7318 armor rating that provides 49.76% dmg reduction.
Here, with 893 ilvl, I have 4293 armor rating which provides 36.75% dmg reduction.
