Didn't had this issue few minutes ago.

I did delete cache, twice, and stood for half an hour next to the zone, also twice. And nothing, she just doesn't spawn. Not in the area that the quests shows nor the place the NPC finder shows her to be. A few other users also came by and had the same issue.

I did delete cache, twice, and stood for half an hour next to the zone, also twice. And nothing, she just doesn't spawn. Not in the area that the quests shows nor the place the NPC finder shows her to be. A few other users also came by and had the same issue.

I think the legion invasion screws up spawns as it's not just her that I don't see. I'll wait until it ends to see if she spawned.
