Confirmed.

Sadly, it appears as if World Events are completely screwed anyway (sudden spawn of Love is in the Air vendor and Candy Buckets) and have absolutely zero priority at the moment.
Even more sad because we have to wait another year to get this achievement, just like noblegarden...
