[Druid Class Mount] Lunarwing not available to duid alts without completing quest chain.

Bug description:
Skycaller Faeb, in both her locations, should offer to change your flight form to the Lunarwing as long as the character that talks to her has unlocked flying and any character on your account has unlocked the class mount. Currently, Faeb doesn't offer my alt that dialogue option in Moonglade or the class hall. I have tried talking to her in Moonglade with 150%, 280% and 310% flying, and in the class hall with 310% flying.
The dialogue is shown and works on the druid that completed the mount quest.

I unlocked the Lunarwing on a Highmountain Tauren and want to use it now on a new Worgen (different faction and mount color variant might be the issue; I don't have other druids to test this on).
