[Death Knight][Unholy] Dark Arbiter pvp modifier missing

Bug description: It's missing the pvp modifier that's in this previous Freakz fix : https://forum.wow-freakz.com/FIXED-Death-knight-Unholy-Hotfixes-t479575.html

As far as I know nothing happened to the spell in pvp since 7.2.5

Proof: Did some tests on pve dummy and after on pvp dummy without any gear and without artifact weapon.
But the Dark arbiter dmg was the same on both dummies.
Also did a duel and it was the same dmg (but I don't know if the modifiers work in duels )

Edit :aparently on pve dummy only tooltips are updating. I will do a bg test and return with some values.

Edit2: yes.. it doesn't work.
With 25k str and 50% mastery, no concorance a no rune of fallen crsader (I put rezorice in the test) - in bg : https://imgur.com/a/ZppDeoA - 82k
Outside on dummy, with 25k str and 50% mastery and no procs : https://imgur.com/a/A6MLjvw - 86k
In the tests no runic power was spent.
