[FIXED] Lightforged Draenei racial wrong sp/ap coefficient

Bug description: The spell power/attack power coefficient for the dmg of light's judgment is wrong.
The current coefficient for spell power is about times 8 and i checked simcraft source files which show a different way higher coefficient of sp * 12.0 and ap * 16.0.
This can also be confirmed by the dmg number seen in logs where it usually hits around 1m - 1.5m non crit and 3m crits.
Basically the ability does only about 75% the dmg it should do making it weak on classes like discipline priest who benefit greatly via atonement heal.

Here are my dmg tests on freakz as priest with 95k int = sp (with concordance proc 112k int = sp):

It did 935k non crit dmg with concordance proc active.

formula wrote:

$damage=${$cond($gt($SP,$AP),$SP*12.0,$AP*16)*$pctD*(1+$@versadmg)}

Calculating the correct dmg with my spellpower it should be:
95000 * 12 * 1.04 = 1140000 * 1.04 = 1185600

Basically it should hit 1.2m, if we consider my concordance proc which i had active in screen aboth it does a total of 112k * 12 * 1.04 = 1397760 (~1.4m)

We can clearly see that the coefficient should be spell power * 12 or attack power * 16.

Sry for the long post but i wanted to find enough proof so this gets correctly fixed .
