Bug description: Quest does not auto-accept/quest NPC is missing (Brimstone Infernal)

Additional info: In total there are 5 recurring mining quests Brimstone Destroyer, see also https://www.wow-freakz.com/npc_finder.php?npc=93237&name=brimstone-destroyer, out of which only 2 work. Tried them all and I found that only 1 quest in Stormheim zone and one in Suramar zone actually spawn the Infernal.

Confirmed.

Quest wont trigger when your at its location.
